[LITMUS^RT] Plugin Tutorial

Hi everyone,

I've added a new tutorial that explains how to create a new plugin from scratch to the wiki.

It comes with a corresponding "DEMO" scheduler branch in the Github repository.

I hope this will make getting started with LITMUS^RT a whole lot easier.

This is intentionally on the wiki, so if you see any typos or anything that you'd like to improve, please fix it!
