When did you download the configuration file? I uploaded a new version yesterday. Recent versions of udev seem to have problems with older configurations.
Can you please try re-downloading the configuration?
If that doesn't help, try toggling CONFIG_DEVTMPFS_MOUNT to see if this appeases udev.
