[LITMUS^RT] release candidate for 2014.1 release

Hi everyone,

at this point, I consider the master branches of liblitmus and LITMUS^RT to be release candidates for the next release. The branches pass all my tests, but it would be good if you could help with testing as well.

Unless there are reports of major breakage or oversights, I plan to release the new version before RTAS.

Please let me know if I missed anything.
