[LITMUS^RT] LITMUS^RT 2013.1 released

It is my pleasure to announce the release of LITMUS^RT 2013.1. The new
version has been restructured as a proper patch set, which will make
future porting efforts much easier, and is now based again on the latest
stable Linux kernel version (3.10.5).

NB: If you follow the master branch in the LITMUS^RT git repository, you
*cannot* simply merge this release. Rather, you need to reset your
master branch using the 'git reset --hard' command. This also applies to the
staging branch.
