[LITMUS^RT] Inquiry on PSN-EDF plugin

I am run the command ./rtspin 10 100 10 and using PSN-EDF as the scheduler.
I noticed I had to run the command multiple times before it is allowed to
run as real time task. It give invalid argument even though they are valid
and still runs the task correctly after trying several times

This does not happen with  with GSN-EDF and C-EDF.

Is there any suggestion on how to make it more definite
