[LITMUS^RT] merge proposal: DFLP implementation

Hi everyone,

I'd like to finally merge the DFLP implementation that was part of the implementation effort for my RTAS'13 paper [1]. Short story: it's a DPCP-like protocol with FMLP+-like FIFO queues. It's claim to fame is simplicity and asymptotic optimality under s-aware analysis.
