[LITMUS^RT] Modify priority of task in pfp-> ready_queue based on promotion point

Hi,

Basically I want to know in which function I should use to update a new
priority of a task when on_enforcement_timeout() is time out.

In budget.c, it goes to litmus_reschedule_local() function. I should
not change in litmus_reschedule_local().

Please advise me.
